Jean is the co-founder of ÉcoRessources Carbone. He has twelve years of professional and research experience on carbon markets and climate change issues, as well as twenty years of experience as an environmental economist, which makes him one of the most experienced experts in Canada. His key areas of expertise include cap and trade mechanisms, the functioning of various North American markets, the recognition of promising projects and the terms of implementation for different types of projects.

Before founding ÉcoRessources, Jean worked for the Québec government in the energy sector within the Ministry of Natural Resources and Wildlife, as well as in the Climate Change Bureau of the Ministry of the Environment. In these positions, he was one of the leading economists representing the Government of Québec to the federal, provincial and territorial groups working on the implementation of an emissions trading system in Canada. In this role, he developed a thorough understanding of the issues and aspects related to emissions trading and their implications for Canadian industries. He has notably worked on system operating procedures, burden-sharing between provinces and between sectors, terms of permit allocation, recognition of offsets, the economic impact of different schemes, measuring their effectiveness, costs to Québec, the most effective policies and identification of priority sectors. At the Ministry of the Environment, he was also responsible for the early voluntary agreements signed with the aluminum industry in Québec.

As president of ÉcoRessources, Jean focuses on strategies and developments that position ÉcoRessources within the developing carbon markets in North America and South America. Today, Jean heads a multidisciplinary team located in different locations around the world: notably, Montréal, Québec, Lima, Caracas, Vancouver and Lyon. Jean provides carbon market training for the Ministry of Economic Development, Innovation and Export Trade, is a senior associate at the International Institute for Sustainable Development (IISD), is a member of the board of directors of the Association Québécoise de maîtrise de l’énergie (AQME), a member of RÉSEAU Environnement- Air and Climate Change sector, a member of the Conseil patronal de l’environnement du Québec (CPEQ) and a member of Ecotech. Jean holds a BSc in Economics from Université du Québec à Montréal (UQAM) and an MSc in Applied Economics from Laval University.
