Sergio Jauregui just recently joined ÉcoRessources Carbone as Senior Associate and representative in Buenos Aires, Argentina. He is a CDM expert in methodologies and the regulatory framework, as well as in carbon markets in general. He has more than 10 years of experience in the Kyoto Protocol Mechanisms and the carbon market. His areas of expertise include: (1) CDM project origination, implementation and methodology development; (2) AFOLU issues; (3) climate change negotiations; and (4) carbon finance.

Prior to joining ÉcoRessources, Mr. Jauregui worked as the Regulatory Affairs Specialist at AES Climate Solutions. Mr. Jauregui has over 20 years of experience in dealing with environmental projects, policy and programs in Latin America and Africa. He has worked in the public sector and with international cooperation organizations in the fields of sustainable development, carbon finance, biodiversity, and solid waste management. He has also acted as a consultant in decision-making instances, environment and coordination politics, as well as in the National Development Funds.

Sergio Jauregui has extensive experience in the implementation, monitoring and follow-up of CDM projects and has acute knowledge in the areas of climate change, economic development and forestry. Until 2007, he was the Program Officer for UNEP in Kenya. In this capacity, he managed the follow-up and supervision of projects related to LULUCF and other projects related to capacity building for the CDM. Mr. Jauregui also worked for the Bolivian Ministry for Sustainable Development where he coordinated the establishment and operation of the National CDM Office. In this role, he dealt with the promotion of projects in GHG emission reductions (energy sector) and carbon uptake (forestry sector) for the CDM.

Sergio Jauregui also gained broad knowledge in carbon finance as a consultant for the World Bank Carbon Finance Business. In this position, he performed financial and market analysis of the implications of COP-9 decisions on forestry projects. He also developed the World Bank submission on simplified modalities and procedures for small-scale afforestation and reforestation projects.

An advisor for Bolivia’s Viceministry for the Environment from 2000 to 2004, Sergio Jauregui was entrusted with the role of chief negotiator for the UNFCCC. He coordinated the Module of Capacity Building in Negotiation and the National Strategy Study on the CDM. Also, he acted as the technical liaison for the Climate Change Unit for the Noel Kempff Climate Action Project, implemented in an association between TNC, private US investors, the National Service for Protected Areas in Bolivia and the Climate Change Unit. Mr. Jauregui is a methodology expert of the Kyoto Protocol CDMs and was a member of the Afforestation and Reforestation Working Group of the CDM during 2005 and 2006.

He holds a B.Sc. in Economics from the School of Economics of the Universidad Mayor de San Andres (La Paz, Bolivia). He has also followed a course on Environmental Economics from the Universidad del Pacífico (Lima, Peru). He is fluent in Spanish, English, Portuguese and Italian and has a working knowledge of French and German.
